The document asserts that human designers and users-and not robots themselves-are the appropriate subjects of robotics regulation because robots are tools which are not ultimately responsible for their actions. The rules were formulated with the purpose of introducing robots in a manner that inspires public trust and confidence, maximizes potential benefits, and avoids unintended consequences. This document proposes a set of five ethical rules to guide the designers, builders, and users of robots.Engineering and Physical Sciences Research Council (EPSRC).
